That brings to mind a brake-a-way system. And how are those rusty brake lines and cables?
The actuator I linked has a breakaway system built in

I don't know how much you want to haul and how often, but I think it would be simpler to just get a dump truck of some type.

It might be, however he already has the truck (and has cut it apart) so replacing 2 brake hardlines and adding a brake actuator/hitch would be simpler than getting a whole new truck.

If he were to get one of these: SURGE ACT DA91 - Trailer Repair Parts he could even put a pintle hitch on it (if he so desired).

I would go with a bumper hitch because it is easier to build, cheaper, and its only a 7000 pound trailer.

Sorry I haven't checked in a while, thanks for all the ideas and the links to the brake parts I think I will go with the bumper hitch and the pintle hitch idea sounds great because I think that will help keep the trailer hooked to the truck better when I am dumping a load of gravel.
