If that groove is exposed, I'd make a tool out of a piece of 3/8" or larger rod, with, as mentioned a lip on the end to drop in it. Bend a piece of metal, or probably weld a piece of small angle iron on the end, to drop in that groove. Weld a piece on the outside end to tap with a hammer, outwards, rotating around it, as I tap. I have a slide hammer, with an end that would drop in there, if it weren't too long, similar to the two on the right in this picture.
