I think your 15-degree guideline is pretty good. Modern tractors are suppose to meet a 20-degree standard but it is too much for me. Things just change to fast. One advantage you have with a backhoe is that you can use it as a counter balance. When that pucker factor starts, I often swing my hoe up hill and lower my down hill stabilizer just above the ground.

In my opinion the situation to avoid is being on a side slope and digging up hill with the hoe. Any down pressure on the hoe is transferred to the down hill stabilizer and front tire. This is particularly true if you have raised the downhill rear tire off the ground to level the backhoe. With gravity working against you that stabilizer pad is to small of footprint for me to bet the bank on.
