I picked these up to put by an entry gate as they are very ornate. Looking for tractor pics, year, model or? Info on them. Approx 58” across, 6 spline drive, cleats are approximately 7” x 5”. Weigh at least 500 pounds

Bit of a random thought but could these be some kind of early mining/excavating 'digging' wheel?

They were acquired in N E Washington, near the Idaho and Canada border, from an area that was a series of mines, now towns.
The cleats are formed and hollow, with openings on both ends, like drains, and do not look like they would last long, in rocky terrain, or digging.
They look like mud paddles, and the staggered widths make me think they were for traction in soft or slippery ground.

The way they are bolted on looks very ‘one directional’ so my only other stab in the dark thought is water wheel, maybe one working in a narrow sluce ?
I certainly see what you’re saying about vehicle wheels though.
