Considering that the holes are not in the center of the bar, but rather along the front, they sure look like they were designed to bolt on teeth. Did you buy this tractor from a dealer? If so, maybe they know what bolts to these holes. All the teeth I've ever seen are pinned to a welded-on shank.
Edit: On second thought, those holes may be for a wear-edge like snow plows use to keep from tearing up the pavement.
