That 2750 psi is the hydralic pump for the lift of 3 point and loader. the transmission hst pump puts out 6000 psi. and is measured up by the and under the brake pedals. perhaps you have a bad load match switch. they are around $40.00 ish. If the load match is on and in B or A range should climb your hill like a Billy goat. I had a issue with mine when it was new doing almost the same thing except the engine was blowing out blue smoke. my driveway is a 18+ percent grade. They found a issue in the injection pump. but it would barley climb my driveway. once they fixed it no more issues.

here are 2 pages from the manual . as you can see they use a 10000 lb gauge . pressure is 5580 on the e hydro( the earlier mechanical hydro like the 4700 was 6000 lbs) charge pressure is a lot lower its 217 to 246 psi going into the trans pump.
