Well, Krause is among the best known American implement makers and they don't make bad stuff regardless of what it is. The standard, and mine, rule for a chisel is 10hp per shank so dragging that thing around with a 1086 must have seemed like a stroll in the park. It could reasonably be pulled, depending upon depth and soil, with an 80hp tractor so I'd say there is a market for it.
As is for personal use, I'd be fine giving $1500 and finding some old rims and tires for it but they aren't completely necessary. It'll last a lifetime with utmost minimal attention.
If you're looking to buy and re-sell, then offer $1k and see what you can get for it.
It's not a high dollar item and don't look for that but there are buyers for them somewhere around the $$$ above.
