First thing to check is tightness, of course, then for double seals as sometimes they stick and don't come off with the filter, although the pic doesn't look like it's doubled. Also, if it was put on dry (without running an oily finger around the seal), it could have a fold or glitch that allows seepage.
If there is no obvious signs of cause at the filter mount, check where the spin on housing mounts to the block, it could be running down into the filter well.
At least it looks like there is plenty of room to see all around it so that's a plus.
