If you don't find information on the TS1700, try TS1610 or TS1910. My TS1610 manual does not list TS1700. But in the few photos I find on the internet TS1700 tractors they look similar to TS1610 and TS1910 tractors.
I have been very happy with my TS1610. I use is with a rotary cutter to clear brush and weeds on my property.
Check the oil, water, and hydraulic fluid levels. On a TS1610 the hydraulics level is checked on a stub attached to the cap. The cap to check the hydraulics is under the seat. There should also be a few grease fittings, zerk fittings, by the front axle, steering and other linkages. So consider how long it has been since it had an oil change or been greased.
