They were originally bred to serve as herding dogs. I understand they were (and are), quite good at that. As you might imagine, they are well designed to "nip" at the heels of any "herd" type animal. I guess the vast majority of them are just pets now, like most dogs. Every Corgi I have ever known has had a very "engaging" personality. If you want to see a blur, just throw a frisbee or tennis ball for a Corgi. those little legs really hit some high RPM's /w3tcompact/icons/smile.gif. I never really noticed any excessive slobbering in the ones I have known.
