Thank you for all your helpful guidance. I agree that the coils both seem to be in good condition so I don't think they are the issue. I'm not able to get back to the machine for the next two weeks, but I will inspect and test as you recommend when I'm back. Regarding the safety lockout arm, I had looked into this the last time I was up there, and visually it seemed fine. I made sure the gap between the sensor and the magnet were very small by adjusting the position of the sensor, but it didn’t resolve the issue. When I’m up there next I’ll test the power to the pigtail that you recommended.

Another possibility if you’ve got no power to the lockout solenoid is a bad relay . My Volvo has a control lockout relay in the fuse box and I’d presume your bobcat does also. If there’s an identical relay in the fuse box you could very easily swap it in for your existing control lockout relay to test. Have you got at least an owners manual to identify the relays in the fuse box?
