And Steve, that walk away price of $17,500 is that including the $1,000 rebate they are running for the purchase of two implements(making it more like $18,500) or would you then expect it to be taken down to $16,500?

Tractor only, if you buy implements at the same time in a package their discount should be similar. Most implements when purchased seem to be about 10% off for things like rearblades, rakes, and boxblades. The more expensive implements (cost vs. weight) such as tillers, hydraulic augers you should get a better discount on.
AKfish did make a good point about the economy tractors selling for closer to msrp, there isn't as much room to dicker with. For your scenario I think 15% off of msrp was about 17,400. I would add the msrp of the tractor and upgrades to the msrp of the implements for a total figure and deduct about 15% so if you can get close to that discount structure you are doing alright.
