Many of the rotary cutters I've seen at least have a retaining ring on the gearbox shaft to prevent the PTO shaft from sliding off and flailing around when the shear pin breaks. It's important to have that retaining ring in place when you replace the shear bolt.

I've been using grade 2, 7/16" bolts and double-nutted for my old Howse cutter for over 24 years. Probably 9 out of 10 times the busted bolt (both halves) land on the deck of the cutter and I'm able to salvage the 2 nuts for another bolt. The PTO shaft has never come off the gearbox, if anything it extends out longer until it stops against gearbox. Of course some gearboxes may have different input shafts that could cause the shaft to fly off, my Howse is a very old one with a mighty hefty gearbox on it for a 6' cutter.

Yes, spent two hours yesterday taking out a broken shear pin. The head was stamped grade 8. Not the right stuff for shear pins
