One problem not mentioned is the fact tandem axle trailers can be hard to crank into a tight spot. The resistance of both axles may be too much for powered dolly. Something heavier to oppose the resistance might be better. Jon

I seem to remember some pictures of (basically) garden tractors being used as tugs to move aircraft around.

I like the idea of a garden tractor with front and rear hitches. I'd set it up with a caster wheel under hitches to handle tongue weight. This way there is the shortest wheelbase for maneuverability. Other thought would be to look for a two-wheel tractor to modify. Good luck in your search.
My Uncle used to run a boat repair shop and he had an older Sears garden tractor setup with a trailer hitch that he used.
Later he replaced it with a International Low Boy and he liked that better.
