Low hydraulic fluid level?

Check hydraulic fluid filter, clogged? Replace.

Drain and replace fluid and filter if not done for a long time or if fluid looks dirty.

If it's not a low fluid / bad fitler issue.. time to put a set of gauges on it, if it uses a hyd engaged clutch pack.

How did you determine that it turns slowly?

Eyeball the PTO itself?

Or is it attached to a tiller or rotary mower that not running properly?

If it is determined by connection to an implement...have you checked to see if that particular PTO shaft has a slip clutch or shear bolt?

With nothing attached and the PTO engaged, are there any unusual noises emanating from the tractor's bowels??

I agree with Paul's questions. More facts and data are needed on our end. The PTO shaft is only gonna spin at 540 rpm at the reguired throttle setting. At idle it's not going to spin very fast.
