Well, I've definitely seen that maxim at work at local/municipal levels.......i.e., "we better spend all of our budget to justify next year's request or they'll realize we don't need it and it'll be cut." Amazing. And just one more example of how our government is not run like a business but as a self-justifying entity. And, anything the government runs or oversees will be operated in the very same manner.
One thing I don't understand is why the buying department here, who now realizes they've had a machine for 18 years that they didn't need, can't communicate with other units or parts of the government to find a good place for this machine. Possibly replace an older hour unit or shift it to the Forest Service for fire duty, etc. Get some reasonable use out of it.
