Brake and instrument panel problems aren't dealbreakers, just a basis to negotiate a price reduction since they are cheap to fix. Steering slack, maybe $300 and up if you need to replace the steering box but still pretty simple to do yourself. The other items listed are potentially complex and expensive so walk if they are bad.You probably already know all these but anyway, fluid levels and conditions. Check for excessive blow by. Use both brakes making sure they work properly. Notice freeplay on clutch and make sure it's not off in left field someplace. Check all the lights and instrument panel for working. Drive and check out transmission ranges and all gears. Engage the pto in all ranges making sure it works properly. Observe radiator overflow bottle for bubbles. Use the 3 point lift for proper operation. Notice steering gear and linkage for excessive slack. How does she sound, any abnormal smoke? Ask about the history of the tractor. Good luck to you.
