No, it's definitely not a hot line clamp.

Looks to dirty but how about something medical, like setting broken bones in a limb? wild guess!

With the large open part and the small fork/yoke, it has to hold something small to something larger?

You came the closest,but it is not for setting broken bones,altough a limb is involved.

I'll give one more clue,its not used on humans.

After seeing and being delivered kicks on the farm by horses and cows, I think its an anti kick clamp around the tendons of the animals rear leg.

Especially useful when shoeing or trimming I can imagine.

We have been brain storming and we seen the word HOCK in the Jpeg title. I believe Carl NH has hit the target. It is a HOCK clamp used to control a kicking animal.
