Gravity and contact with the ground makes the wheels turn. There is a hydraulic ram that raises and lowers the arms.

But don't the tined wheels have to turn in such a way that they throw the hay away from the path of the tractor, so it ends up in two widely spaced windrows? It looks to me like the tined wheels would just freewheel in the wrong direction as they contacted the mowed grass. I'm sure I'll slap myself in the forehead once I see how this works...
