They might be referring to a second or third speed for some attachments.

Sure you don't have to exactly make the rpm's for a 540 PTO speed, but attachments that are designed for 540 rpm have have taken into account, the actual force required to do the job.

Some attachments work better at the higher rpm.

Very few work better at lower rpm.
