I have to wounder if you have oil in the clutch housing. the clutches on these tractors utilized an oil cushioned clutch. If you take off the rectangular plate near the bell housing you will be able to gain access to the clutch. If there is no oil in there add some of the oil you use in the engine. There is ports in there that could be plugged not allowing oil through.

OR

You may need to adjust or rebuild the clutch.

What kind of scum. If you take off them plates like I said earlier you will be able to see the entire clutch assembly. Then tell us what you see in there. If you have a white foam in it it is most likely from the oil being detergent oil.

I am talking about the plate above were the clutch connects. Loosen the bolt and the bottom of the pulley brake arm and slide it off the shaft being careful not to loose the key. Now you can take both plates off. If the oil in yours is that high that when you take the covers off oil comes out there is way to much oil in it. It should be the same height as in the oil pan.

i took the plate off on the Left side as if im sittin on the tractor left side its the inspection plate and their is very very lil oil in the bottom of it how much should i put in it i can really only fill it up the the plate were i took the bolts/plate out or it will leak out

It is the same oil pan as the engine oil pan. Take out the upper oil level plug on the oil pan and then pour oil into the clutch until oil comes out the plug. There should only be a few inches of oil in it.
