is there a way to make this round? IMG_5673.JPG

I am sure there is. I would find something with a circumference close to the inside diameter of the tube and a tapered end that will fit inside the crimped tube and pound it out. The closer the fit the better.

Looks like a trampoline ring, so precision is not of the utmost importance.

its the end of a high tunnel bow. 1 5/8" tubing.

Don't know what that is,but you could use a vise and crank down on it to get it started then do as stated above pound it out. It may not come out perfect. You should be able to get close

Force a steel round to open as much as possible and then firmly clamp the 'round' in your bench vice and pound the thing back as much as possible.
Next use a larger round, closest to the I.D. as possible, vice again, and back to tap tap 'til its back to original round.
Takes a bit of patience but it can be done.

Another option is to take it to a muffler shop as they have pipe stretchers as well as shrinkers. (they always shrink or stretch same size pipes to make slip joints).

I'm guessing he means a high tunnel green house. The bow being one of the ribs that support the plastic.
