A floor jack is a good idea if the culvert is big enough. I once took my generator and a grinder out the mile to one of my culverts and just cut the squashed end off at a 45 degree angle that made it look better anyway.
I live on a corner and the culvert get abused a lot by heavy trucks, kids being wreckless. It stops up due to leaves in the fall because of the collapsed culvert. I went out there with a long breaker bar and pried it up enough to get a small jack into it.i opened it up quite wide. The cutting idea might work here as well. I'll give that some thought. -kid
