You may find someone here that has made one of the potato diggers. Or, if you're lucky, a farmer in Idaho that is actually using one.
However, I doubt you'll find a detailed CAD drawing. And, you seem to have some specific ideas, and are already rejecting the ideas posted by others without giving much input of what you want.
Why don't you post some details about your potato planting operation, acres or hectares, perhaps your tractor, HP or KW, and some details about the digger you have in mind. Then, perhaps people will come up with suggestions of how to progress.

From what I have heard...Potatoes are not good for you...full of useless carbohydrates and starches, sugars and such...Not Good...converts your other calories into fat by increasing insulin...can cause diabetes....Leafy green veggies are much better for you and you won't need a digger....:thumbsup:
Ok, I have a tiller with PTO and want to use this potato digger ... I cultivate areas that are low
The idea is that I want to build I did not buy it, that's why I'm looking for drawings

Why not buy an old ground driven digger for cheap and convert it to run off the tractor's hydraulics or pto? In the end you can still get the machine you want but will save a ton of money vs trying to buy all the components new. It will also give you a working reference point to start your custom build from.
My neighbour has one that he built this way and ot works very well. If I can find a picture I will post it.

Ahhh, a walk behind tractor.
I was thinking of a larger tractor.
Russian? You might have troubles finding specifics about that machine in the USA.
Following some of the links, this either is the manufacturer or a vendor of similar diggers.
I found this page showing a homebuilt digger. It has a 3pt version shown at the bottom of the page, along with parts diagrams for that one. Perhaps you can find the parts diagrams for your target machine.
The "shaker" undoubtedly helps with the separation of the dirt from the potatoes, as well as aiding with the cutting (probably vital for a walk behind tractor). You would need to design a frame that doesn't move, and the cutting head and separator that does.
Are these machines patented? A lot of info is available on the patent pages.
However, keep in mind that ultimately you will be making your own machine. You don't necessarily want to copy exactly a commercial version. but take some of the ideas from several ones you see.
These all have an adjustable depth.
Width may be dependent on how you plant your potato hills, as well as the design of your tractor/tiller.
