I would NEVER EVER buy a property with a HOA on it.

I go one step further. I won't consider a property on a private road/common driveway, period. Instant deal breaker. And we are actively looking to relocate south.

She leaves the same "this is x, call me back asap" message all the time but never picks up on the return call.

As Soon As Possible; I agree with call 'x' back at your convenience, even if it happens at 2 in the morning or even 6A.M.! That is asap.

Rick there will be quite a few northerners going south this year. I have heard nothing good coming out of those groups. Meaning HOA's.

Not going right away. But we did buy a lot in Catawba County (NC) two years ago. Might end up building on it, might buy an existing house when the time comes. We are probably in the 3-5 year timeframe.

Have her document her issues.
Have her present her issues at the next board meeting.

Tell her that as President of the HOA, it looks like she is trying to win favors against others by her repeated callings directly to you.

If she does not back off, bring up the subject on how to approach the HOA members at the next board meeting. Perhaps invite the local sheriff for a demonstration of community good will, civility and a neighborhood watch.

We lived in a fairly large subdivision, when we were in Anchorage. Many of the folks in our subdivision wanted to form a HOA to develop and enforce private restrictions. Several of us visited a HOA meeting in an adjoining area to see how it worked. Well, unbeknown to us, this adjoining subdivision was having problems with a "splinter group" that wanted something different. This "splinter group" was being led by a fellow who was a real donkeys rear.

Well, during the meeting - tempers flared, this fellow who led the splinter group got called out, and by unanimous vote of the HOA members present at the meeting he was kicked out of the HOA. I learned later that he & his family moved to a different part of town.

Needless to say - there was never a HOA formed in our subdivision after that meeting.

Hmm, sounds a lot like Congress. I have never had to deal with a homeowner's organization so I can't offer any good information. But, it is a democratic body from what I understand and the key is compromise. Do you have a board that votes on the issues? If so, explain that to the problem neighbor. We are a democratic society with a democratic homeowner board and we make consensus decisions based on the best available options for the entire neighborhood. If that doesn't seem to offer some acceptable relief to the problematic property owner suggest that she run for for membership on the board.

To H+LL with calling this woman back. You & your wife stomp over to her house and confront her and her supposed problems. Tell her how she should address her concerns to the HOA and not you and that you will call the police if she continues harass you with her phone calls.

Acknowledging and avoiding this person and her weird ways is not helping nor addressing this situation.
