When I was a teen we had neighbor dog that constantly raided our trash with me needing to do the clean up.
I tipped the trash can, baited with meat and wired a blasting cap to an extension cord back to a window so I could watch for his arrival.
As the mutt stuck his head near the can I made contact and the resulting noise had him yelping all the way home.
The mutt never came back.

If you live in the country, deliver a note to all surrounding neighbors letting them know there appears to be some loose "stray" dogs frequenting the neighborhood. Let them all know that you are planning on ridding the neighborhood of the offending and scary stray dogs. You might even want to add in the notice that you've also notified the local Animal Control of your fear and intentions. Give it a week and see if anything changes.
Treat dogs like you would treat invading coyotes. I live in the country and have a .22 caliber air rifle that is more powerful but quieter than a "real" .22. I love dogs and would hate to take care of the problem myself but I am willing if it is a problem I can't remedy any other way. I bought my rural property for security and personal comfort.

I did not go back and read all the old posts, but was it this thread where someone said they handled the neighbor dog carping in his yard by saving up a bunch of bacon grease, getting it real rancid and pouring it on the dog carp in his yard? The neighbor's dog would then come into his yard and gulp down his own carp, go back into his neighbor's house and drink water. Something about the rancid grease combined with the water would make the dog projectile vomit inside the neighbor's house. As I recall, loud swearing followed but the dog was then contained.
As was posted, it is not the dog's fault. Shooting the dog will often result in the irresponsible owner just getting another.
