NJ is the most densely populated state in the nation (over 1,200 / square mile) so I suspect the Bears are used to them. "Yo, bear - fuggedaboughtit."
I live in a civilized pocket of NJ that still has some dirt roads and locals suspicious of outsiders and the government-- yet only 20 min to a half hour or so from city areas. Bears have trouble recognizing rural and city/suburban borders and tend to get themselves in trouble.
That said, people are always surprised to learn that there are parts of NJ that are rural. The 2010 census says it's about 467,000, or about 5% of the population.
