That's certainly one way to look at it. Another way is that the type of people who typically own pit bulls are the at least part of the problem.To me that's like outlawing guns, is it Chicago that did that and they are the murder capitol of the U.S.?
Dogs are much easier to ban than guns because enforcement is much easier. Pit bulls are responsible for a disproportionate amount of attacks due to a variety of reasons and communities are beginning to ban them because of this.
