True, but in this case it's an M6060, which does have all the current emissions stuff.

I would verify the year before going too much further. If the dealer says it's been sitting for 1 1/2" years on his lot then I would believe that more than a competitor who is also trying to sell you a tractor. A simple check with Kubota with the model and serial number will tell you. If it is 4 years old (kind of suspect since that's a lot of money to be just sitting around) then I would be leery of that dealer trying to push it off as newer than it really is. I would also expect that 4 years of just sitting in the sun would start to show signs. Tractors aren't like cars where they are sold by the model year but things do change form year to year. While the best way to order parts is with the serial number it doesn't mean that you may not pop in while driving by to pick up a filter or something else and tell the parts guy that you have a 2016 when it was really a 2013 only to get the wrong part. Of course if the dealer is telling the truth and it's less than 2 years old then I wouldn't expect as much of a discount and I would be careful with the dealer who lied to you to try and get your business. Not sure if I would want any dealer that would lie to me to do work on my tractor.

Some semi-informed thoughts... get the S/N and find out from Kubota when it was manufactured. If you can get a price you think is fair, have them provide a new battery, an engine oil change, and check the fuel tank for issues, after they drain whatever fuel is in it. None of those things cost them very much. You can check the rubber hoses, seat and tires for signs of sun damage. I assume it comes with a new warranty, years and hours, which starts when you take delivery? Might be a good deal? If you will let it sit outside, sun damage is inevitable, anyway.

It goes almost without saying that before you agree on a price is the time to negotiate hard for whatever add-ons and implements you will want. Maybe a full set of filters and oils for down the road service?

the older one does not have cast wheels and yes the one with cast centers is local. it is same transmission.

I wouldn't be afraid of the tractor if it has under 2hrs on it (for Deere Dude's concerns), but I'd sure negotiate the price very hard.
I was in a similar situation with my tractor, supposedly Kubota "dropped off" 2 M9540's open station tractors at my dealer and without the cab they just sat for a long time. We negotiated a good price but I was still "wavering" on the deal, I asked the salesman (that I had dealt with for years) to "throw in" 2 more rear remotes, 3rd function on the loader, block heater and a set of forks along with a new battery and oil change. He didn't even blink and I just hit 1000 hrs last month with no problems. There may be an emissions (or lack there of) advantage also.
you make great points. It does have about 45 hrs on it. I may consider the newer local one if they don't want to work on the price anymore.

You should be able to buy a 4 year old new tractor at a very large discount.

Kubota offers aged inventory pricing incentives to dealers to move aged equipment. Moreover, someone, probably the dealer in this case, is carrying the financing on this tractor.

Most likely, the dealer(s) that held this tractor did so in order to try to make additional profit prior to later model price increases but over-played their hand(s).

Inspect tires, paint and decals for UV damage.

Also be advised, that running engineering changes, improvements, etc., subsequent to the build date will not be incorporated into this unit.
