Why do I have to stop to put the PTO in gear?
You have to stop to put the PTO in gear because - just like the transmission - there are no synchros.
Why do I have to have the PTO in gear to raise or lower the bush hog?
The main hydraulics (rear lift, front loader, etc) are powered by a PTO pump. No PTO, no hydraulics. Hydraulic steering is powered by a second (engine driven) pump.

It's basically two inline clutches that drive two separate shafts, all housed in a single clutchpack. When you kick in the clutch, the 1st half of pedal travel disengages the main drive clutch. The tractor stops moving, but the PTO - if otherwise engaged - is still turning. The 2nd half of the pedal travel disengages the PTO clutch. Conversely, when you let up on the clutch pedal 1/2 way, only the PTO clutch gets engaged. Letting it out the 2nd half of its travel is what gets the tractor moving

So are you saying that I should be able to raise my 3ph with the tractor just seting and runing and PTO not in gear?

Looks like Greg answered you question.
He said you have a PTO driven pump that powers all your hydraulics except power steering. On my tractors, a Kama and a Jinma, there are 2 engine driven hydraulic pumps. One is for the power steering and the other is for all the other hydraulics. So on my tractors, all the hydraulics function all the time whether the PTO is engaged or not.

The 2 stage clutch needs a little getting used to.
On occasion, I still have the tendency to fully depress the clutch pedal while I am running a PTO driven implement. Which of course disengages the PTO. It took me a little while to get used to only having to depress the pedal half way to shift gears or stop the tractor while leaving the PTO running, such as for a brush hog.

I am new to the Group. I just purchased a none running tractor like the one pictures. Where can i get parts and manuals for it. I noticed with the tractor in gear and pulling it the fan nor the flywheel is turning.
