Well that's no good. Kinda like mining without a permit. While he has a right to use the ROW, he probably doesn't have a right to harvest trees and soil from it.

Or he just disposed of 'spoil' from his work cleaning up the curve and making it safer.

How about permission from them ALL to plow the snow?

Sounds like if it is something YOU want done then it is ok for YOU to do it but not him.

Actually he probably set a precedent estopping himself from requiring the neighbor to obtain permission from 'every' owner.

I always did it until he bought a small cabin next to him 1 yr. ago, that they turned into a B&B. They didn't care about the road for 6 yrs. as I graded it and maintained it with no complaints from them. But now that he has rental guest he wants the road perfect everyday, so thats why I don't bother with it, I actually have more road to maintain at the top than he does at the bottom.

"He bought a cabin next to him", are you saying he lives near the entrance but bought the cabin near you? If yes, he has a right to egress back to it. If not, most easements only allow for folks to use the roadway to get to their home and no further.

The same folks that at the front, want us to drive 5 mph, have kids with mini bikes. They drive full speed all the way back to our place. Their right to egress does not grant them access back to our place.

In any case, if the dirt is not graded beside the road, trees will grow there! If someone wanted to have a full two lane road back to their home, stayed within the 50 ft ROW and paid for it, it would be within their rights.

Subservience is actually what narcissistic people are about. I dealt with one of those for many years regarding a property issue and it made life miserable no matter what the circumstances.

Apparently you only need 51 percent or better approval not 100 percent like he first said. 5 plus himself reaches that. If the neighbor owns 2 places maybe he gets to vote twice.

The HOA of 134 properties wanted to de annex 37 acres that the city bought for open space... the city was not going to pay HOA but wanted full access through the HOA roads...

It took 100% or 134 property owners to approve the de-annexation but we got it done... so it "Can" happen.

Interesting... My easement doesn't mention how far anyone is allowed to go, just where it is.
It ends at my property line so the neighbors have to stop there.

(but I LIKE my neighbors, they can & do come on my property all the time.)
