The engine runs and can be turned freely by hand. the jump box is a 50amp starter. I'll test the amperage when I get a chance

are you soley using a jump box? with out batterys in line?

50 amps is not nearly enough to turn most motors, motors in cars start at 200A on crank all the way up to 400 etc....

charge the main batterys up, use a set of jumpers off that and hook your jump box to your batterys.

what kind of voltage are you seeing at the starter lugs when you tell the starter to engage? anything under 10 is usually a problem

My jumper box has jumped my IH584 more times than I can count.
that is connected to frame and starter.

Was that with a low battery connected or no battery? The teeth on most clamps don't provide enough surface area to pass a lot current, going directly to the starter terminals helps and I don't know what takes to turn a IH584, but you won't start my 7.3 liter diesel that way there is a reason it has twin batteries and cables the size of your thumb. Also the starter my sound fine on the bench but still have a bad solenoid that won't pass enough current, open and inspect contacts, sandpaper and bend into good alignment

My 584 is 60hp 3.4L

OP 414 is 2.3L 45.5hp

Why would you equate you 7.3 L to his 2.3L

I have not see many jump packs that could start an engine without a battery in the system.
The internal battery may only be 50 cold cranking amps.
Your replacement IH starter should have a solenoid mounted to the starter,
the solenoid should have a large terminal with no wires attached, the battery cable
from your old starter should go there.
There will be one or two smaller terminals on that solenoid.
A jumper applied from the solenoid battery terminal to the smaller terminal should engage the starter,
or use a remote starter switch such as,
Heavy-Duty, Remote Starter Switch | OTC Tools

As I recall,2 batteries are parallel 6volt positive ground,has that been altered?

You are correct it is positive ground. Nothing has been altered yet.

I will say this is my first positive ground tractor and I would like to convert it to negative.

It should be a neg ground.

unless it was made for the UK, they like positive ground for some reason!..
The owner's manual say's it is positive ground.
The shop manual say's it is positive ground.
OP say's it's positive ground.

Why are you saying it's negative ground after all that?:confused3:
