I've had several of those recorded messages in voice mail recently. It's a scam, but what's the hook?
"Hi, I'm (Name) and I just bought a house near you ... "

Why not call or answer to find out? Have fake name, address, etc. ready when they ask.

They probably saw your gates, fences, and hedges, and are afraid to just wander in to meet you.

When we moved into an area we mailed (USPS) cards inviting everyone to a "come and meet us" with cake and ice cream. If we didn't have a name, we used "our neighbor". Some came some didn't.

We had a guy here who would buy a farm, then approach the neighbours and say, I'm your new neighbour, you have to pay for half the fences. I kid you not.

Yep. Didn't know that until I read it hear about 15 years ago and researched it. Know your state laws, maybe local laws, too.

Know the laws. That's a fact.
And in several states, if you want to keep the neighbors cattle or other live stock off your property, it is up to you to fence them out. Now that I can see, but I wouldn't like having to share half the cost if your neighbor wants to put up a fence line. Could turn out quite costly depending upon the length of the fence and the material used.
