Hi Everyone,
I have a 1983 Ford 1510 (3 Cyl Diesel) that won't start after a long winter of not being used. It turns over a couple of times and then clicks. I took the battery in to get it tested (1 year old) and they said it was in great shape. The battery cable that connects to the positive terminal looks worn and has some strands of the cable that are cracked. I have two questions:
1. Is it possible that the battery is good but the cables aren't delivering enough juice to turn over the engine fast enough or hard enough to start? I have a 10 second video if that would help diagnose.
2. If no to number one, what should I look for next?

p.s. to date this tractor had one owner and had all scheduled maintenance done yearly. I have had it for two years and used it for less than 40 hours mowing.
