Never, ever heard a peep about tractor tire age and liability in the same sentence. I think you are fear mongering.
Fear mongering? Call your insurance guy. Ask him ....if you fail to replace a known tire that is beyond reliable service and you or someone else get hurt will they gladly cover you for it?
Im not saying you shouldnt run old (AG) tires that are cracked, worn out etc. thats your call, your choice. It really only affects you or your family. not me.

Hey, all rubber products on a truck or tractor have date codes on them.
OK, as individuals we generally get by but as our municipal garage director told me they replace vehicles mainly due to date coding.
Being gov't vehicles the annual inspections are much more closely monitored for all those codes.
Think as to how labor intensive replacing ALL rubber would be.
Hoses, brake lines, shock mounts, bladders etc on and on.
And unionized workers don't come cheap.
Heck our municipal garage has huge lifts in every bay and nobody will heft more than a 20 kilo item, much less do a tire change.
You do know excavator tracks are different? In answer to this they are 1 year 4 months old.Do you actually know this or are you extrapolating information from highway use to off-road applications?
I am pretty sure I know the answer.
Not sure of the question but I do know if you fail to maintain any equipment in a safe manner and cause harm because of it Its on you not the insurance company.
How old are the tracks on your mini-ex?
