RFID readers can barely read my card even if it's pressed directly against the reader. I've been looking at setting up rfid for shop access, I wanted something that I could just walk through the door, like i can just start my car with my key in the pocket. But car keys are active, and rfid is passive, and apparently it's nearly impossible to get the car key experience with rfid, I have to press a card against a reader.
Some RFID is passive, and some is active. For example, my E-ZPass for the toll roads. It sits on my dash or mounts to my windshield. I can sail through the toll plazas at speed and it reads my pass and bills my account. It's got a battery inside with an expected 10 year life. What I really like about it is that it works here:

ones with batteries can transmit. Those without need a hand held scanner. Kind of hard for someone to see how much cash you have. While driving…..not going to happen.

Agreed.

Can't find any documented cases of this happening anywhere, only internet rants with nothing to back them up.

Just think about the size of an RFID chip for a dog or cat. It's about 12-13mm long and 2mm in diameter. A grain of rice is about 9mm long and 3 mm thick. So the RFID chip in your dog is bigger than a grain of rice and can't be read unless the scanner is placed directly on the dog. Less than 1" away.

If there were a scanner capable of reading an RFID chip that was small enough to be hidden in a dollar bill, it would be massive and the public would know about it, because tens of thousands of cops would know about it, and no one can keep their mouths shut about that large of a project (with the exception of the entire aerospace industry keeping those secrets about faking the moon landings and flat earth).
