Almost 800 of these narrow gauge locomotives were made, for the US Army in WWII, and others. They saw service all around the world during the war and after, including in the US in AK. Some are still in service.

I'd guess it is a mechanical mule for mines. That is to pull cars around on narrow gauge found in mines.

100 years ago, my little town had a Feldspar mine with a tram railroad. The berms & evidence of railbed & road crossings are still there. I aways wondered what the engine & rail cars looked like.
