The mountain terrain of East TN pretty much dictates that the only relative flat spots to build roads are in the valleys near the creeks and rivers.

If FEMA has no funds to help, maybe they should just go home unless the whole exercise is just for the TV cameras.

Exactly. Just drop off your token cases of bottled water or MRE’s and get out of the way. Locals know the terrain, roads & people. Let them take the lead.

I say that based on FEMA's director saying they pretty much spent their budget prior to hurricane season. So what kind of management is that? Where did the money go now that it is needed?

The money went to welcome and house and feed illegal immigrants in hotels and to relocate them to God only knows where? The reason for God only knows where is because now it is the honest to God answer.
We really don't know where they are anymore.

I don't really know FEMA's directive firsthand. If things are, as MAX-24-Dean stated "Federal Emergency Management Agency is an after the fact manager, not a quick response right after all the hell broke loose" I've been wrong in thinking they were supposed to have been at the scene first.

They have money and will be spending billions. In fact there is a post in another thread that shows they already paid out $80M in claims to date, and of course the claims process is open for a couple of years.

The FEDERAL government has great difficulty dealing directly with local problems INSIDE the US.
I worked with the US Army Corps of Engineers mapping forces. Just before Hurricane Katrina (August, 2005) we had fielded about a half dozen units top of the line Division level Digital Topographic Support Systems. IIRC a $6M unit with vehicles, generators, computers, plotters, printers, the whole shebang.
These were designed to map everything. We had provided full training and the troops were sitting at FT Hood ready to go ready to map all of the disaster.
But the STATE had to request them. We. back in DC, couldn't get them to ask.
It wasn't until Hurricane Rita (Sept. 2005) that the states finally got their act together and asked and these assets were deployed.
