Many of these roads, bridges, and other crucial infrastructure were built in the days before there was an EPA. I've wondered how the permitting process today will affect rebuilding, including the cost.

Through the roof and 4 times as long unless waivers apply.

In the aftermath of a large California earthquake it was quickly realized without waivers it was going to be many years if not a decade.

I think we all recognize the need and the need to rebuild as fast as possible to keep the local communities healthy.

I will be interested to see how much of the infrastructure, especially the roads and railroads, goes back in at the same height and location.

If you ever been up a hollar, you know there usually isn't much choice but the same location. I'm sure some will get relocated, as the flooding and landslides removed some hillsides.

One of my clients works for the USDA and is responsible for providing grants for farmers. This person has worked there for decades. Not once has any money ever gone to a farmer. Every single grant goes to a think tank organization that uses the money to figure out how best to help farmers.

Good lord, there are crop support grants, CRP payments, milk support grants, beef support grants, and a whole bunch of other programs only available for landowners and farmers administered through the farm services agency. I don’t know what program your friend administers, but there are billions available for payments to farmers. Google the Farm Bill to read about them. He probably administers research funding, but there is more money available for landowners and producers than there is for research.

The clean air and water acts have been delegated by the EPA to states to administer. EPA typically leaves the permitting to states.

We can only hope that private landowners, combined with local corporations, churches and disaster relief agencies will help rebuilding.
They know the area, their customer base and the people in that area best.

Local church took supplies to Irwin TN this weekend without any reported issues other than posting pictures of destroyed bridges.

My son is leading the charge at our local high school to collect warm clothing for these poor, forgotten Americans!!!!!
Only the principal of one of the schools needs to sign off on it and he seems to be resisting.
Why would any human being stand in the way of sending disaster relief clothing & supplies?
What’s wrong with people these days?

They know the area, their customer base and the people in that area best.

Local groups are what is doing the bulk of the effort. About all FEMA will contribute is they will pay someone to haul away the piles of trash outside of whatever houses are still salvageable.
The govt doesn’t respond in time. They will fund long term items, but are too slow to address immediate needs.
You got rural people living in some remote areas that have lost family members, lost their house, lost their cars, or just lost electricity etc that immediately need healthcare, food, water generators gasoline and FEMA can’t deliver. I read on article that said FEMA opened up an office, so people started coming for help, and FEMA said don’t come here.
These people who now have nothing but their lives need immediate things. They don’t give a crap that FEMA pays crop assistance (why?)
The kick in the ass is when FEMA and other govt officials interfere with the assistance efforts.

I see private groups taking in food, water, cots, clothing, shower houses, etc.

It’s often the quickest administratively to rebuild existing… of course build back better/stronger can be in the same location at times.

When a section of freeway collapsed in the earthquake it was amazing just how fast it was rebuilt which took the cooperation of several states and dozens of agencies…

The same contractor was tapped for another freeway collapse in my city.

The steel girders required were found several states away saving months on ordering from China.

But transporting was a logistical nightmare due to length and weight so a special rig was fabricated that did not meet any highway requirements but the Fed and State waived the rules and the girders traveled at 5 mph with multiple tractors and police escorts the entire length…

I’ve searched for the documentary with no luck.
