Pre-production test vehicles of all makes get crushed
GM did have a lottery system for their pre-production test vehicles. They ran 50 of each model and trim down the assembly line to train their people. Government agencies can get them, the only restriction is there is no title and they cannot be registered for the street. The Texas prison system uses them on the prison farms as they never go on a public road. We would occasionally win some at the FD from the Arlington GM plant. We would use them for extrication training, use the spreader tools on the doors, pull the steering wheel thru the dash, etc. It was great to train on new vehicles instead of wrecked ones from the junkyard.

Back then Arlington was making 1/2 ton pickups, now they make all the large SUVs for GMC, Cadillac, and Chevrolet. The vehicles were not stripped down versions either, there were all trim levels represented. We would hold an employee raffle for who got the new seats or tires and rims, put their old ones on the vehicle to roll it around. One year my city pickup got new leather seats to replace the OEM cloth ones. We would sell our vehicles to the local salvage yard afterwards as there were still good parts on them, such as a brand new engine or the bed.

No, the photo at the gate is from Sacramento - 400 miles north of the fires.

I dug down into the post with that photo, but nothing useful was found. Speculation was that they were corporate test vehicles.

Here's the post with the highway photo. Again, no info beyond a link to a photo a few months ago showing Tesla's test vehicles ready to be scrapped.

I recognize the highway location. Westbound west of the Cordelia (Fairfield) CHP truck scales on I-80. Halfway between Sacramento, and where many truckloads of scrap cars go, Port of Oakland. Destination might be Tesla's Fremont assembly plant except he's beyond the 680 interchange that would be his most direct route.

They don’t look like finished vehicles. My guess was also factory prototypes or test vehicles, like Ning said. Could also be recalls, but guessing the former.

the cyber trucks do not have standard disk brakes ??
I assume you are talking about regen braking? You still need normal brakes as a backup in case the batteries are full, can't charge or have some other issues.
