Satoh 650G steer box oil change

If I take off the three bolt plate on the right side of the steering gear box, can I change the oil or will bearings fall out!

Satoh manual steering gearbox oil

My 650G very hard to steer when temp. is below freezing.No drain plug or checking plug, could there be water in it?
