On larger tractors John Deere places a strainer in the fitting that leaves tank where fuel hose attaches, if you have this setup it can get clogged with all kinds of trash mine had bio-diesel gel from old fuel on it. My 2015 5065E had a strainer attached to fuel hose fitting at tank, mine was stopped up with gel from "bio diesel", had same symptoms you described. I cleaned it twice then did away with it & replaced with inline filter I could see.

I used a Land Pride FDR1660 for over 10 years behind a 4100 John Deere, Land Pride is an excellent mower.

I have a 2015 Frontier GM1084R & it has a Woods gearbox so I am assuming the mower is made by Woods, it is a good mower cuts good and yard looks good after mowing. That is a 3038R pulling it and does a good job.
