I got it running! It idles nicely. but the smallest bit of throttle cranks it up way too fast. I believe I have the Choke and throttle hooked up correctly.

Thanks, I just downloaded the Engine Service Workshop Manual FC290V FC420V FC540V . There is a lot of good info in it, but unfortunately, it doesn't give any info on how to adjust the carb. I'll keep plugging at it.
