I purchased a 425 with les than 300 hrs. and the steering is stiff not at all like my 345. I changed the oil and filter but didn't help at all. What is the next step?

I have 2 425 JD garden tractors The 96 has 1400 hrs steering works fine. The newer one has 350 hrs and the steering is stiff. I just changed the oil and filter and didn't help it a bit. What would be my problem?
