I'm just measuring the pto switches, disconnected from everything.. They are both always closed.. which obviously is not correct. Have not investigated the 3 pos seat switch yet but just printed out the test from the shop manual. But they are related as you say so if the 2 pto switches are not...

Looks like they should both be open engaged or both closed when neutral.
Well quick check today.. There are 2 switches at the PTO, not sure why or where the 2nd one goes to but I see 2 connectors. Unplugged them and checked with a meter. Regardless of PTO lever position they are both closed always.

Thanks. I was hoping someone had a schematic or more details of the specific system. Perhaps there is a logic board involved or something else beyond just the switches.
The tractor stays running with the seat in any position and the tractor in gear, no brake set and pto on or off.
My manual indicates that it shouldn't crank with the pto engaged and the clutch in.
It also indicates that if pto is on and you leave the seat it should stop
