Yes, that's it. I worked with the drop rate valve stem this morning and got it freed up then backed it off couple of turns and that fixed the problem. The links are working correctly now. Thanks guys for the replies. Can always count on TBN.

The location is under the hood, a 4"x4" metal junction box on the right side of the firewall, four metal lines coming in/out of it. The rubber hose I assume is for vibration absorption.
