It really sounds like all of your tractor uses would be best suited with traditional R4 tires. If you are not doing any serious ground-engaging work that requires the most traction, then R1 tires may not be the best choice. Seems like you already know this...

Hard compacted soil is not a friend of tillers...
Wet soil is not a friend of tillers...
With optimal soil, you'll get around 7 inches of tilled depth with each pass. Anything other than optimal, you'll be multiplying the number of tiller passes...

Questions:
Does the same issue happen in A, B, and C speed ranges, or just in a certain range?
Does the issue happen with Mechanical front wheel drive (MFWD) on or off?
Does the PTO work correctly at low and higher (above 1500) RPM?
I use a reverse tine tiller and am happy with it.
Perhaps you could decrease the tiller depth and try multiple passes over the same soil to see if that method decreases the amount of soil that is moved from end to end by the tilling? As an example, till one direction and then till the opposite...
