When you turn the key on, is the fuel shut off / on solenoid getting power? Use a test light and find out. The solenoid is located at the injection pump. Take the solenoid off the injection pump and test it. Make sure you ground the solenoid and cycle the key. Does the plunger on the solenoid...

So, a quick update. I was able to find the piston seal and both gland seals. I replace the seals on both lift cylinders for $63 dollars and now my FEL is back in service. Part numbers are listed below. I hope this helps you out.
