Parts came in yesterday, put everything back together and installed. I now have power steering again, time to mow.

Don't know how I missed it but the broken part I was having trouble identifying was a spring washer, should be good to go now.

Update: after looking at all the parts on the work bench and assembling them I believe whoever repaired it last time used some parts...
