    stuck pin

Maybe a heavy equipment shop might be able to use a track pin remover like on a dozier. Doesn't hurt to ask . Caterpillar makes such a tool that has tremendous power.

    Broken welds

I would contact the company not the dealer. No matter what the age of your tractor this should have never happened. Sometimes a company will help in some kind of way.

Check Amazon for a "magic creeper " it works really goood if you ever have to be on the ground like in the field. It's padded and it will let you slide on it on the ground. I keep one in road tool box.

How long does an engine coolant heater need to be plugged in?

I know I'm gonna sound real stupid but could you look at heater instructions ? Most if them will not boil your coolant. Of the ones I have installed would not heat over. 45 deg. Most all recommend leave plugged in OVERNIGHT. They all are thermistatic controlled.

    Hydraulic Cylinder Question

No one has mentioned the possibility of being a mechanical issue like something outside the cylinder links pivots etc. I believe I'd remove the cylinder and move it in and out to check it. If still stops early then it's in the cylinder if not.
